Biographies of statesmen and nation builders have always inspired the younger generations.   People are inquisitive to know about their leaders.   The publication of Rajya Sabha Members-Biographical Sketches in the year 1991 which contained the biographical sketches of Rajya Sabha Members from 1952 to 1990 fulfilled a long felt need of bringing out a compendium containing brief biographical sketches of Rajya Sabha Members right from its inception in 1952.

 

Like the unending stream of a perennial river, Rajya Sabha continues, as it is not subject to dissolution.  As the Upper House of Indian Parliament, Rajya Sabha has played a meaningful role in the body politic.   The people who lent credence to this institution have been those who came from different walks of life.   They have been farmers, agriculturists, industrialists, scientists, engineers, lawyers, teachers, educationists, doctors, social workers, political workers and, in fact, they represented a wide cross section of society.

 

I am happy to note that in this revised second edition brief biographical details of Members of Rajya Sabha from 1952 to 2003 have been included.   I need hardly say that this compendium has a great reference value.

 

I am sure that this publication would be of interest to all those who are concerned about the affairs of the nation and want to know more about those who have been closely associated with the running of the Rajya Sabha. ya Sabha and his team of officers who have painstakingly brought out this revised edition of Rajya Sabha Members-Biographical Sketches.

P R E F A C E

 

            The first edition of the ‘Rajya Sabha Members’/Biographical Sketches 1952 - 1990’ was published in 1991 containing brief information about 1400 members who adorned the benches of Rajya Sabha. Since then, more than 400 new members have been elected/ nominated to the Rajya Sabha. Keeping this fact in view, it has been decided to update the publication. The present edition contains brief biographical sketches of the members of Rajya Sabha from 1952 to 2003.

 

                The biographical sketches included in this volume are mainly based on the information published in the biennial editions of ‘Who’s Who’ of the Rajya Sabha and reflect the position as on November, 2003.   In compiling this volume, emphasis is laid on the parliamentary, legislative and literary career of a member, his academic attainments and other accomplishments in his field of interest.   In respect of members whose bio-data are not available due to their short tenure as members or who had not furnished their bio-data for inclusion in the relevant ‘Who’s Who’, their names and duration of the membership of the Rajya Sabha have only been indicated but no other details have been mentioned.   The party affiliations and the States which the members have represented in the Rajya Sabha have been shown as per information contained in the latest relevant ‘Who’s Who’  of the Rajya Sabha.  Obviously, developments in a member ’s career such as Governorship of a State, membership of the Lok Sabha or a State legislature, Ministership at the State level, etc.   subsequent to his ceasing to be a member of the House have not been mentioned except in the case of members who have reached the positions of President of India, Vice-President of India, Prime Minister of India or Speaker of the Lok Sabha or who have won awards like Bharat Ratna.  In view of the constraints of space, details regarding books authored by members have been mentioned only in a general way such as, a few books or a number of books or a large number of books. A sitting member of the Rajya Sabha has   been distinguished by an asterisk (*) mark against his/her name.  In the case of members who have passed away, the dates of obituary references made in respect of them in the House and in some cases only the dates of death have been indicated on the basis of information received in the Secretariat.

                This work, as stated above is intended to give only minimum essential biographical details of the past and present members of the Rajya Sabha.   For detailed information about a member reference may be made to the relevant Rajya Sabha ‘Who’s Who’ which has been published during the term of that member.

 

                Despite all care and caution taken, it is quite likely that some inadvertent omissions might have taken place.   The Rajya Sabha Secretariat will be grateful if the same are brought to its notice for rectification in the next edition of this volume.   Suggestions for improvement of this work will be welcomed and highly appreciated.
