PART G: RAJ BHASHA PRABHAG

 

17.29      Responsibilities of the Section- This Section is primarily responsible for:

 

i)            Ensuring compliance of the Official Languages Act, 1963 and Official Language Rules, 1976 made thereunder in the Secretariat.

ii)          Promoting progressive use of Hindi in the Secretariat.

iii)         To constitute Hindi Advisory Committee, call its meetings on a regular basis and ensure follow-up actions on the decisions taken therein.

iv)        Constituting Official Language Implementation Committee, call its meetings on a regular basis and ensure follow up actions on the decisions taken therein.

v)          Fixing targets relating to implementation on official language in the Secretariat and make intensive efforts to achieve those targets.

vi)        Getting quarterly progressive reports on Hindi from all Sections/Branches of the Secretariat, making review and pointing out faults/shortcomings noted therein to the Sections/Branches concerned.

vii)       Providing consultative services required to various Sections/Branches with a view to ensure maximum use of Hindi in the Secretariat.

viii)     Organising Hindi Day/Hindi Week /Hindi Pakhwara/Hindi Month every year in the Secretariat.

ix)         Organising Workshops for familiarising officers/employees with noting/drafting in Hindi.

x)            Organising Workshops/Seminars for MPs.  from non-Hindi speaking areas.

xi)         Inspecting various Sections/Branches of the Secretariat from time to time ensure full compliance of Official Language Act and rules.

xii)        Nominating non-Hindi speaking officials/employees of the Secretariat for Hindi training i.e. Prabodh , Praveen, Pragya under Hindi Teaching Scheme.

xiii)      Nominating English Typists/Stenographers for Hindi Typing/Stenography classes.

xiv)    Providing cash    incentives   to the    officials/employees passing Probodh, Praveen and Pragya tests as well as English Typists/Stenographers passing Hindi Typing/Stenography tests as per rules.

xv)     Nominating Translators/Asstt. Editors of the Secretariat for Translation Training Courses conducted by Central Translation Bureau.      

xvi)    Bringing out   departmental magazines, periodicals   and books to create interest/awareness among officials/employees   of the Secretariat towards Hindi.

 

17.30      Annual Targets- Annual targets relating to implementation of Official Language in the Secretariat are fixed after getting quarterly progressive reports on Hindi from different Sections/Branches.  Workshops for familiarising officers/employees with noting-drafting in Hindi etc. are organized with the approval of the Secretary-General.

 

17.31      Hindi Pakhwara- "Hindi Pakhwara" is organized in the Secretariat by the Prabhag. Orders of Secretary-General are taken for organizing Hindi Pakhwara in the Secretariat. This includes organisation of competition in Hindi Essay, Noting-Drafting & General Hindi Competition; Hindi Typing competition and Hindi Debate. Prizes as well as certificates are awarded to the winners in different categories with prior approval of Secretary-General.

 

                ‘RAJ BHASHA SHIELD’, introduced in the year 1994 is awarded to the Section which does maximum work in Hindi in a year (from September to August).

 

17.32      Maintenance of Hindi Website-To ensure use of Hindi through computers in different Sections, Hindi software has been installed and a Hindi website has been created. To coordinate this, a Coordination Committee has been constituted under the Chairmanship of Secretary-General which is convened by the Raj Bhasha Section. List of Business, Bulletin Part-I & II, Synopsis and other Parliamentary papers in Hindi are put on the website. The Section will be responsible for monitoring that the complete data is put out on the Internet by effecting necessary inter-sectional coordination.

 

                The Section will daily browse the Web pages relating to these items to ensure that the information has been correctly placed and that there are no errors or inaccuracies. In case data is missing the concerned Translation Section will be contacted to ensure supply of the information. All errors will be brought to the notice of NIC (Rajya Sabha) immediately and corrections ensured.
