PART C: TRANSLATION (COMMITTEES) SECTION
17.13 Responsibilities-
The Main
responsibilities of the Section are preparation of Hindi version of material
for use by Standing, Adhoc and Department related Committees, including:-
i)
Reports,
Minutes, Tour programmes;
ii)
Notices,
background Notes, Study-notes, Memoranda;
iii)
Corrigenda,
Press releases;
iv)
Action
Taken Reports and other miscellaneous parliamentary papers; and
It also
prepares the English version of letters etc. received in original in Hindi
pertaining to these Committees.
17.14 Methodology-On receipt of an item of
work in the Section, it is diarised in the 'Receipts Register' maintained in
the following format:

After
the receipt is diarised, it is placed before the Editor in-charge of the
Section for marking it for translation to the individual translators. The
priority for disposal of any work is determined in accordance with the time of
its receipt in the Section and the urgency.
After
translation, the manuscript again comes to the Editor who marks it for vetting
to the Assistant Editor. The Assistant Editor checks the manuscript for any
grammatical and factual errors etc. that might have occurred during translation
and also ensures its accuracy. The assignment of vetting work per Assistant
Editor is done in the ratio of 3:1 i.e. each Assistant Editor checks the
translated matter of 3 translators. The Editor, after polishing the draft
further, marks the manuscript for typing to the individual typists, who
complete the typing after entering it in their Log Book maintained in the
format given in para 17.3.
The
typed matter is then passed on to the translators concerned for comparison as
per the vetted manuscripts. The typed matter is compiled and tallied in
accordance with the original receipt received for translation in the Section.
The page numbering of the typed material is done and the same is then sent to
the originating Section after entering in the Despatch Register. In the case of
Committee Reports the Report is prepared in CRC format, and returned alongwith
the floppy containing the electronic text of the material, while a copy is
simultaneously e-mailed to the Committee Section concerned.
