17.7
Responsibilities- The responsibilities of the Section are:
i)
Translation
of Starred, Unstarred, and Short Notice Questions;
ii)
Translation
of original notices received in Hindi;
iii)
Hindi
version of statistical information pamphlet;
iv)
Assistance
to other Editorial and Translation Sections for translating Debates, Committee
Reports etc.; and
v)
Hindi
version of Subject Pamphlet- Rajya Sabha.
17.8 Translation of English Question Lists into Hindi- The Editor-in-charge of the Translation Section-II is forwarded the Starred and Unstarred Questions lists by the Question Branch, even before final approval, in provisionally admitted form for translation from English to Hindi. He allocates the work relating to translation and vetting of the lists equally among all Translators and Assistant Editors and entry is made in a Register maintained with separate pages for each question day in the following format:

Since the list has to be
disposed of the same day, the assistance of other Translation Sections is also
sought for quick disposal where necessary.
In the process of
translation of questions, Translators take help of various standard
dictionaries and glossaries to make the translation as accurate as possible.
They ensure that the translation is complete, accurate, simple, precise and as
per the spirit of the original text. They also ensure that the names of
questioners are entered strictly in accordance with the latest List of Members
of Rajya Sabha and portfolios of Ministers are given properly. After completing
translation of questions in all respects, the Translators submit the translated
material to the Assistant Editors for vetting as per the distribution chart.
The
translated Starred Questions are sent to the Senior Editor and also to the
Chief Editor for perusal and final approval. Unstarred Questions are then taken
up by Assistant Editors for vetting and sent to the Senior Editors for
approval.
Since
the Question List is in uncorrected and provisionally admitted form, fresh
questions are included/replaced till the list is finalized. As and when required,
Translators, Assistant Editors, typists/clerks and attendants are detailed for
late duty for finalisation of Question Lists. After receiving the corrected and
finally admitted Question List from Question branch, Assistant Editors take up
the translated Starred Question List for numbering, carrying out necessary
corrections, making inclusion/replacement of fresh questions therein as per
instructions given by the Question Branch. Finally the list is diarised and the
attendant delivers the same to the Printing Section for printing. In the
meantime Unstarred Question List is also taken up by Translators as and when it
is received in the Section. In the case of Unstarred Question List, the same
procedure is followed as in the case of Starred Question List.
The
work quota of translation of questions from English to Hindi is according to
the prescribed norm of 1750 words per translator. Each Assistant Editor vets
the work of three translators.
17.9 Translation
of original Notices received in Hindi- A large number of original notices in Hindi from
Members of Rajya Sabha are received from the earliest date of receiving notice
and continue till the last date of receiving notice/ballot. These are received from the Question Branch,
and entered in a separate diary:-

The
Questions are marked to Translators to translate into English. After vetting by
Assistant Editors they are returned the same day to Question Branch after
making entries in the Register.
17.10 Translation
of Short Notice Questions- Since these Questions are of urgent nature, such notices alongwith
their explanatory notes, received from Question Branch, are translated on
priority basis. These notices are disposed of in the manner adopted for
disposal of original notices received in Hindi. A separate register is
maintained as follows:

17.11 Issue
of Errata to admitted Questions-. Errata if any to the English version of the List
of Questions is issued two days before the date of the answer by the Question
Branch. A copy thereof is also supplied to Translation Section which goes
through the Hindi version of the list and finalises the Errata also taking into
account the changes that are necessary in light of the English version.
Translation Section also issues the Errata to the Hindi version of the list two
days before the date of the answer.
17.12
Miscellaneous Items-
i)
Statistical Information regarding Questions taken up during the
Session: Statistical
information relating to the notices of Questions received during a particular
Session of Rajya Sabha is translated and vetted as per set procedure.
Statements-III and V are translated and then arranged in alphabetical order in
Devnagari by Translators. Errata (Hindi version) to the Statistical Information
is also issued by this Section.
ii)
Various
other items such as list of items relating to Question branch, which have to be
included in the List of Business/Part-II Bulletin, are taken up for translation
on priority basis. All such items are translated, vetted and typed in the
Section and then returned to Question branch immediately.
iii)
A
pamphlet containing the subjects for which various Ministries are responsible
for answering Questions in the Rajya Sabha is issued from time to time by
Question branch. The Hindi version of the pamphlet is prepared by this Section.
Errata (Hindi version) to this Pamphlet is also issued in the same way as in
the case of statistical information regarding Questions.
