On the 10th September, 2007, the Deputy Chairman, on behalf of the whole House and on his own behalf, congratulated the Indian Hockey team for winning the Asia Cup against South Korea on Sunday, the 9th September, 2007.

RULING BY THE CHAIR
On the 20th August, 2007, the Chairman gave the following ruling on the notices received by him under Rule 168 of the Rules of Procedure and Conduct of Business in the Council of States:
“I have received several notices under Rule 168 on matters pertaining to the Indo-US Nuclear Agreement.
On scrutiny of these notices, I have found that in some of the Motions a demand has been made to disapprove or reject the agreement or have a vote of the House on it. In other cases a demand has been made for renegotiation of the agreement. There are other Notices of Motions, again, under Rule 168, in which a demand has been made to have a discussion on the Agreement.
Since it is not a constitutional obligation for the Executive to have the approval of Parliament on any international treaty or agreement, admittance of these motions which involve approval of Parliament would not be in order. I am, therefore, converting these Notices into Notices for discussion under Rule 176. The Business Advisory Committee has already identified this subject for discussion.”

REFERENCES BY THE CHAIR
1. REFERENCE TO THE VICTIMS OF TWIN BOMB BLASTS IN HYDERABAD.
On the 29th August, 2007, the Chairman made a reference to the twin bomb blasts that occurred in Hyderabad on the 25th August, 2007 thereby killing more than 40 persons and causing injury to more than 50 persons and condemned these senseless acts of terrorism.
The House observed silence, all Members standing, as a mark of respect to the memory of those who lost their lives in these tragedies.
2. On the 10th September, 2007, the Deputy Chairman made a reference to the victims of a truck accident that occurred on the 7th September, 2007 in Rajasamand district of Rajasthan, resulting in death of more than 80 people and causing injuries to 60 others.
The Deputy Chairman also made a reference to the victims of an accident that occurred on the 9th September, 2007 at a Bridge construction site in Hyderabad, resulting in the death of 10 people.
The House observed silence, all Members standing, as a mark of respect to the memory of those who lost their lives in these tragedies.

RETIREMENT OF DR. YOGENDRA NARAIN AS SECRETARY-GENERAL, RAJYA SABHA
On the 10th September, 2007, the Chairman informed the House about the retirement of Dr. Yogendra Narain from the Office of the Secretary-General, Rajya Sabha and expressed appreciation for the distinguished services rendered by him to Rajya Sabha. He also announced that pending the appointment of a new Secretary-General, Shri N.C. Joshi, Additional Secretary, Rajya Sabha Secretariat would look after the work of the Secretary-General.
