On the 14th December, 2006, the Chairman, on behalf of the House and on his behalf, offered felicitations to Shri Jaspal Rana, Shri Pankaj Advani, Ms. Koneru Humpy, Shri Leander Paes, Shri Mahesh Bhupati and Ms. Sania Mirza and Members of Kabaddi and Women’s Relay Teams of India for winning gold medals in the 15th Asian Games being held in Doha, Qatar.

MOTIONS REGARDING THE ELEVENTH REPORT OF THE COMMITTEE ON RULES
On the 12th December, 2006, Shri V. Narayanasamy moved the following Motion:—
“That the Eleventh Report of the Committee on Rules presented to the Rajya Sabha on the 8th December, 2006, be taken into consideration”.
The motion was adopted.

“That this House agrees with the recommendations contained in the Eleventh Report of the Committee on Rules presented to the Rajya Sabha on the 8th December, 2006”.

MATTERS RAISED WITH PERMISSION
1. On the 24th November, 2006, Shri Jaswant Singh, Leader of the Opposition raised a matter regarding reported statement of a representative of the People’s Republic of China regarding Arunachal Pradesh.
Shri Sitaram Yechuri also spoke.
Shri Suresh Pachouri, Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Ministry of Parliamentary Affairs, responded.
2. On the 27th November, 2006, Shri Shahid Siddiqui and others raised a matter regarding reported statement made by Shri Shriprakash Jaiswal, Minister of State in the Ministry of Home Affairs, about the dismissal of Uttar Pradesh Government.
Shri Shriprakash Jaiswal clarified the matter.
3. On the 28th November, 2006:—
(i) Shrimati Sushma Swaraj offered felicitations to the Indian Women boxers for claiming team championship in the Fourth World Women’s Boxing Championship.
(ii) Shrimati Brinda Karat raised a matter regarding killing of four members of a dalit family at Kherlanji in Maharashtra.
Some members also spoke.
Shri Suresh Pachouri, Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Ministry of Parliamentary Affairs, responded.
(iii) Shri C. Ramachandraiah raised a matter regarding Government of India Notification dated the 5th July, 2006 asking the bidi manufacturers to follow certain guidelines.

4. On the 1st December, 2006:—
(i) Miss Mayawati raised a matter regarding situation arising out of the incident of desecration of the Statue of Dr. B.R. Ambedkar in Kanpur, Uttar Pradesh.

the following Resolution before the House:—
“This House unanimously condemns the desecration of the statue of the Bharat Ratna Baba Saheb Bhimrao Ambedkar in an unfortunate incident in Kanpur in Uttar Pradesh. This senseless and unfortunate incident has shocked the conscience of the nation.
We appeal to all sections of the Society to restore peace and harmony and not to indulge in acts which may damage the social fabric and unity and integrity of our country.”
The Resolution was adopted by the House unanimously.
(ii) Shri Santosh Bagrodia raised a matter regarding demolition of houses of Hindus in Kazhakistan.
Shrimati Sushma Swaraj and Shri Virendra Bhatia also spoke.
(iii) Prof. Ram Deo Bhandary raised a matter regarding need for taking stern action against a Police officer for allegedly making derogatory remarks about Imarte Sariah at Phulwari Sharif, Patna.
(iv) Shri Tapan Kumar Sen raised a matter regarding need for central intervention in the implementation of Labour Laws in the State of Haryana.
(v) Shri Praveen Rashtrapal raised a matter regarding reported incidents following defacement of the Statue of Dr. B.R. Ambedkar in Kanpur.
(vi) Shri Tarlochan Singh raised a matter regarding removing of the name of Chowdhury Devi Lal from the Thermal Power Plant in Panipat.
5. On the 4th December, 2006, Miss Mayawati raised a matter urging Government to institute CBI inquiry into the recent incident of desecration of the statue of Dr. B.R. Ambedkar in Kanpur.
Shri Amar Singh, Shri Raashid Alvi, Dr. Murli Manohar Joshi and Shrimati Brinda Karat also spoke.
6. On the 5th December, 2006:—
(i) Prof. Ram Deo Bhandary raised a matter regarding reported agitation by students and teachers of the Patna University over killing of Ms. Papiya Ghosh, a History Scholar of that University.

(ii) Dr. Murli Manohar Joshi raised a matter
regarding misrepresentation of geographical boundaries of India in a map by
UNAIDS, an agency working under the aegis of the United Nations.
(iii) Shri C. Ramachandraiah raised a matter regarding disparity in the allowances and other benefits of employees of Rural Banks vis-ŕ-vis employees of Commercial Banks.
Shri A. Vijayaraghavan also spoke.
(iv) Shri Mukhtar Abbas Naqvi raised a matter regarding campaigning by certain political parties in the recent bye-election to the Kerala Legislative Assembly.
7. On the 7th December, 2006, Shri Amar Singh raised a matter regarding non supply of gas to Dadri Power Project in the State of Uttar Pradesh.
8. On the 13th December, 2006, Dr. Murli Manohar Joshi raised a matter regarding mercy petition of Afzal, in the Parliament Building attack case.
Shri Manohar Joshi and some Members also spoke.
Shri Shivraj Vishwanath Patil, Minister of Home Affairs, responded.
8. On the 14th December, 2006, Shri Sitaram Yechury raised a matter regarding countrywide strike by labourers on the 14th December, 2006.
