INTRODUCTION OF MINISTERS

SUSPENSION OF QUESTION HOUR

1.   On the 23rd February, 2006, the Chairman informed the House that he had received notice of Motion under rule 267 of the Rules of Procedure and Conduct of Business in the Council of States from Shri Jaswant Singh, Leader of the Opposition, seeking suspension of Question Hour in view of the alleged interference by the Government in the functioning of the CBI.

      Shri Jaswant Singh made his submission.

2.   On the 15th May, 2006, Shri Jaswant Singh, Leader of the Opposition sought suspension of Question Hour to raise the issue of massacre of innocent persons by terrorists in the Doda district of Jammu and Kashmir on the 1st May, 2006 and the incident of grenade attack on the peaceful demonstrators there on the               13th May, 2006.

MOTION FOR SUSPENSION OF RULE 272—ADOPTED

      On the 18th March, 2006, Shri Suresh Pachouri, Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Ministry of Parliamentary Affairs, moved the following motion:—

      “That Rule 272 of the Rules of Procedure and Conduct of Business in the Council of States in its application to consideration of the Demands for Grants of the related Ministries/Departments for 2006-2007 by Department-related Standing Committees be suspended”.

ELECTION OF DEPUTY CHAIRMAN

      On the 12th May, 2006, election of Deputy Chairman of the Rajya Sabha was held. In all 14 Motions were moved in favour of Shri K. Rahman Khan.

      The first Motion moved by Dr. Manmohan Singh, Prime Minister and seconded by Shri Jaswant Singh, Leader of the Opposition for the election of Shri K. Rahman Khan was put to the House and the Motion was adopted.

REFERENCES BY THE CHAIR

I.    On the 8th March, 2006, the Deputy Chairman made a reference to the serial bomb blasts in Varanasi on the 7th March, 2006, in which about twenty persons have reportedly been killed and condemned the heinous act.

      The House observed silence, all Members standing, as a mark of respect to the memory of those who lost their lives in the tragedy.

II.   On the 10th May, 2006, the Chairman made the following references:—

1.   REFERENCE TO THE VICTIMS OF FIRE AT VICTORIA PARK IN MEERUT, UTTAR PRADESH

      The Chairman made a reference to the unfortunate incident of fire that took place at Victoria Park, Meerut on the 10th April, 2006, thereby killing fifty-eight persons and injuring one hundred sixty-two persons.

2.   REFERENCE TO THE KILLING OF SHRI K. SURYANARAYAN IN AFGHANISTAN

      The Chairman made a reference to the killing of Shri K. Suryanarayan, an Indian Engineer, working in Afghanistan on the 29th April, 2006 and condemned this barbaric act.

3.         REFERENCE TO THE VICTIMS OF TERRORIST ATTACKS IN JAMMU AND KASHMIR

      The Chairman made a reference to the killing of thirty-two persons in two separate terrorist attacks in the Doda and Udhampur districts of the State of Jammu and
