PROCLAMATION UNDER ARTICLE 356 OF THE CONSTITUTION
On the 30th November, 2005, Shri Shriprakash Jaiswal, Minister of State in the Ministry of Home Affairs, laid on the Table a copy (in English and Hindi) of the Proclamation [G.S.R. No. 685 (E)] issued by the President under clause (2) of article 356 of the Constitution on the 24th November, 2005, revoking the Proclamation issued by him on the 7th March, 2005, in relation to the State of Bihar, under clause (3) of the said article.

THE MEMBERS OF RAJYA SABHA (DECLARATION OF ASSETS AND LIABILITIES) (AMENDMENT) RULES, 2005
On the 24th November, 2005, Secretary-General laid on the Table, under sub-section (4) of section 75A of the Representation of the People Act, 1951, a copy (in English and Hindi) of the Members of Rajya Sabha (Declaration of Assets and Liabilities) (Amendment) Rules, 2005.

I. On the 23rd November, 2005, the Chairman made the following references:—
1. REFERENCE TO THE VICTIMS OF EARTHQUAKE IN INDIA AND PAKISTAN
The Chairman made a reference to the earthquake occurred on the 8th October, 2005 thereby causing widespread loss of life and property in the State of Jammu and Kashmir and areas of Pakistan and expressed sympathy and condolences to the bereaved families in Jammu and Kashmir and also conveyed sincere condolences and sympathy to the Government and the people of Pakistan in particular to the bereaved families.
2. REFERENCE TO THE VICTIMS OF TRAIN ACCIDENT IN ANDHRA PRADESH
The Chairman made a reference to the train accident that occurred at Valigonda in the Nalgonda District of Andhra Pradesh on the 29th October, 2005, thereby killing more than hundred people and leaving many more injured and expressed heartfelt condolences to the affected families.
3. REFERENCE TO THE VICTIMS OF SERIAL BOMB BLASTS IN DELHI
The Chairman made a reference to the serial bomb blasts in Delhi on the 29th October, 2005 thereby killing more than sixty persons and condemned the heinous act.
4. REFERENCE TO THE VICTIMS OF TERRORIST ATTACK IN AMMAN, HASHEMITE KINGDOM OF JORDAN
The Chairman made a reference to the multiple terrorist attacks targeting civilians in Amman on the 9th November, 2005, resulting in the death of large number of people and condemned these ruthless attacks.
The House observed silence, all Members standing, as a mark of respect to the memory of those who lost their lives in these tragedies.
II. On the 25th November, 2005, the Chairman made a reference to the killing of Shri Maniyappan Raman Kutty, an employee of the Border Roads Organisation in Afghanistan on the 23rd November, 2005.
III. On the 13th December, 2005, the Chairman made a reference regarding the Fourth Anniversary of terrorist attack on the Parliament Building on the 13th December, 2001.

IV. On the 22nd December, 2005, the Chairman made a reference regarding successful launch of INSAT-4A from ‘Kourou’ French Guiana.

On the 12th December, 2005, the Hon’ble Chairman made a reference to the “Operation Duryodhan”, as shown on a private TV channel on the 12th December, 2005, and referred it to the Ethics Committee of Rajya Sabha for its urgent consideration and furnishing recommendations for action to him as early as possible.
II. On the 20th December, 2005, the Hon’ble Chairman made a reference to the “Operation Chakravyuh”, as shown on a private TV channel on the 19th December, 2005, and referred it to the Ethics Committee of Rajya Sabha to investigate into the matter and give its recommendations to the House at an early date for taking necessary action in the matter.

On the 16th December, 2005, the Chairman informed the House that on receiving the information from the security officers about bomb threat in the Parliament Precinct, the House was adjourned in the morning. Later, on a thorough search of the Precincts however, no bomb could be detected. Therefore, the House is resuming its normal business.

MOTIONS REGARDING THE FIFTH AND SEVENTH REPORTS OF THE COMMITTEE ON ETHICS
1. On the 13th December, 2005, Dr. Karan Singh moved the following Motions: —
I. “That the Fifth Report of the Committee on Ethics presented to the Rajya Sabha on the 13th December, 2005, be taken into consideration.”
II. “That this House agrees with the recommendations contained in the Fifth Report of the Committee on Ethics presented to the Rajya Sabha on the 13th December, 2005.”
The motion for consideration of the Report and the motion that the House agrees with the recommendations contained in the Fifth Report of the Committee on Ethics presented to the House on the 13th December, 2005 were adopted.
2. On the 23rd December, 2005,Dr. Karan Singh moved the following Motions:—
I. “That the Seventh Report of the Committee on Ethics presented to the Rajya Sabha on the 23rd December, 2005 be taken into consideration.”
II. “That this House agrees with the recommendations contained in the Seventh Report of the Committee on Ethics presented to the Rajya Sabha on the 23rd December, 2005.”

MATTERS RAISED WITH PERMISSION
1. On the 28th November, 2005:—
(i) Shri Jaswant Singh, Leader of the Opposition raised a matter regarding need to share the information/docments procured by Shri Viren Dayal from the United Nations in connection with the enquiry instituted by the Government on the findings of the Volcker Committee Report.

(ii) Shri P.G. Narayanan raised a matter regarding damage to standing crops and loss of human lives due to torrential rains and floods in Tamil Nadu and need to send a Central Team to assess the damage.

2. On the 30th November, 2005:—

3. On the 1st December, 2005:—
