STANDING COMMITTEE ON HOME AFFAIRS INVITES SUGGESTIONS ON  FOREIGN CONTRIBUTION (REGULATION) BILL, 2006

            The Foreign Contribution (Regulation) Bill, 2006 as introduced in Rajya Sabha on 18 December 2006 and pending therein has been referred to Department-related Parliamentary Standing Committee on Home Affairs headed by Smt.Sushma Swaraj, M.P. for examination and report. The Bill propose to replace the Foreign Contribution (Regulation) Act, 1976.

2.         Change in internal security scenario, increased influence of voluntary organizations, spread of use of communication and information technology, quantum jump in the amount of foreign contribution being received, and large scale growth in the number of registered organizations have necessitated large scale changes in the existing Act.  Therefore, the present legislation seeks to replace the existing Act to regulate the acceptance, utilization and accounting of foreign contribution and acceptance of foreign hospitality by a person or an association.

 

3.         The Committee invites written memoranda containing suggestions/ views/comments of individuals/institutions/organisations interested in the subject matter of the Bill.

 

4.         Those desirous of submitting memoranda to the Committee may send two copies (each in English and Hindi) thereof to Shri Rohtas, Under Secretary, Rajya Sabha Secretariat, Parliament House Annexe, New Delhi-110001 {Tele: 23034252 (O) and 23012007 (fax)} within 30 days of the date of this advertisement indicating whether they would also be interested in giving oral evidence before the Committee.

 

5.         The memorandum which might be submitted to the Committee would form part of its records and would be treated as confidential and therefore should not be printed, circulated or publicized by anyone, as such an act would constitute a breach of privilege of the Committee.

 

6.         The Bill was published in the Gazette of India, Extraordinary, Part II, Section 2, dated the 18 December 2006.  Interested individuals/institutions/ organisations, etc. may obtain, on written request, a copy of the Bill from Shri Sanjeev Chandra, Committee Officer, Rajya Sabha Secretariat, Cabin ‘A’, Basement, Parliament House Annexe, New Delhi-110001.
